“We had mass migration to Tacoma and Pierce County,” she said. "Tacoma rent went up and displaced people. Our folks that were struggling became homeless, and the City of Tacoma declared a state of emergency.”

"By 2022, A Way Home Washington — a 2-year-old nonprofit that describes itself as a “public-private partnership” — wants to end youth homelessness in four counties across the state, at least as much as that’s possible.

Michael Mirra is executive director of the Tacoma Housing Authority. Mirra was a key member of the technical advisory group that helped inform the new action plan. He also helped craft the 2010 plan.
